EU finalises EWC Directive revision text and this confirms no blocking powers for EWCs, only consultation. We will shortly produce a guide and have a workshop planned for Sitges in October
The key points: The EU has agreed the text of the updated European Works Council (EWC) Directive, it is expected to become law by late 2027. The revised Directive, approved by both the European Parliament’s Employment Committee and the Council of Ministers, maintains EWCs as consultative bodies only. Despite union lobbying, EWCs will not gain the power to delay or block management decisions.
Why this matters: This update confirms that EWCs remain forums for discussion and consultation, not decision-making. For companies with EWCs, the changes are mostly procedural, but the expectation is that they continue to treat EWCs as a respected part of the EU’s industrial relations framework.
What might happen next: Our HRPG Europe practical guide to the new Directive is in development and will be discussed at the Sitges meeting next week, with a final version by month’s end. A workshop in October will help companies and EWC members prepare for the new rules.
