RHA Contracts and Compliance
Key RHA vendors include the Health Care Policy Roundtable, Aetna and Accenture.
- The Health Care Policy Roundtable has been created by the HR Policy Associationto
develop and maintain RHA on behalf of Association members. Association members that
elect to offer RHA enter into a three year agreement with the Roundtable.
- Aetna is the exclusive national RHA carrier. Employers offering RHA also enter into
a three year agreement with Aetna.
- Accenture is under contract to Aetna. Employers that elect to take advantage of
Accenture’s turnkey administrative services can do so through an amendment to their
agreement with Aetna.
RHA is an ERISA plan. Each participating employers is their own RHA plan sponsor.
Employers are responsible for ERISA compliance obligations such as summary plan
description and 5500 reporting. Aetna is required to provide employers with certificates
of coverage, which employers use to develop summary plan descriptions. Aetna is
also required to provide employers with appropriate data to support 5500 reporting.
It is unclear if RHA is considered to fall under MEWA compliance obligations. However,
the Health Care Policy Roundtable will submit the appropriate documents to assure
RHA complies with any relevant MEWA filing requirements that might be imposed.
